Have we, when faced with difficult situations in the past, not even tried a solution because it looks like a lot of work? Personally, I'd be thrilled with *any* official national effort to increase energy efficiency and reduce our output of greenhouse gases. 90% is a big number, but it's doable. I’m not entirely sure how a reduction in national carbon footprint would cause millions of lives to be lost on a global scale.
